Investigation resulted in Rowley being arrested for Operate While under the Influence (alcohol) – 2nd Offense.  Rowley was transported to the Monroe Clinic Emergency Room for a legal blood draw.  While at the Emergency Room, Rowley caused a disturbance and threatened to kill a law enforcement officer.  Rowley was then arrested on criminal charges of Threat to a Law Enforcement Officer (Felony) and Disorderly Conduct.  Rowley was also charged with Obstructing an Officer.  Rowley was cited for Failure to Keep Vehicle under Control.   Rowley was incarcerated in the Green County Jail pending an initial court appearance.

The Monroe Police Department assisted Deputies with the incident.
